About this Project

The Airfield and Terminal Modernization Program (ATMP) Roadway Improvements Project is a major infrastructure initiative at Los Angeles International Airport (LAX), designed to improve airport access, reduce congestion, and enhance the travel experience for millions of passengers. The project is a critical component of LAX’s ongoing modernization efforts in preparation for global events, including the FIFA World Cup and the 2028 Summer Olympics. The overall capital improvement program is valued at approximately $1.5 billion and includes roadway, utility, and transportation infrastructure upgrades intended to improve mobility, safety, and operational efficiency throughout the airport.

Key improvements include the reconfiguration of more than four miles of roadway, construction of new infrastructure, utility enhancements, traffic signal modifications, and advanced traffic monitoring systems designed to reduce vehicle delays, congestion, and associated emissions.

The Challenge

Construction activities within one of the world’s busiest airports require rigorous environmental oversight, extensive coordination among stakeholders, and strict compliance with federal, state, and local environmental regulations. The project involves earthwork, utility installation, roadway construction, and management of potentially contaminated soil and groundwater, all while maintaining airport operations and minimizing impacts to the traveling public and surrounding communities.
